La oposición se autorregula y el Gobierno se vuelca en la política internacional
En vista de que todo el Partido Popular se halla enfrascado en la organización del congreso de junio, quemando etapas sin prisas y sin pausas, (tal como se muestra en la imagen) y ante la falta de tajo en el interior, el Gobierno ha decidido volcarse en los asuntos de la política internacional.
Es el gran momento de Zapatero, que antes han vivido todos los presidentes que han repetido legislatura en el cargo: Suárez, Felipe González, Aznar. Disimularon durante la primera legislatura con las cuestiones domésticas, pero en la segunda descubrieron que los traductores podían suplir la falta de idiomas y ya no hubo manera de pararlos como estadistas.
